Updated Local Plan for Music Education and Policies for 2025/26

Every Music Education Hub is expected to deliver against three aims as set out in the National Plan for Music Education (NPME), published in 2022:  

  1. To support schools and other education settings to deliver high-quality music education  
  2. To support young people to further develop their musical interests and talent, including into employment 
  3. To support all children and young people to engage with a range of musical opportunities in and out of school 

Hub Lead Organisations (HLO) are responsible for the five strategic functions outlined in the NPME: Partnerships, Schools, Progression and musical development, Inclusion and Sustainability. 

ASONE Hub is delighted to release your updated Local Plan for Music Education (LPME) for 25/26 that includes how we will achieve these national aims and strategic functions in Cornwall's rural context, through a model for delivery that will foster a culture where both learners and delivery partners thrive.

The NPME is a visionary framework and our LPME outlines a strategic approach to its local delivery.

ASONE Hub will strive to serve as a beacon for high-quality, inclusive, and accessible music education experiences that empower young people to discover, excel, and celebrate through music.

The LPME is not just a document; it's a roadmap that encompasses a wide range of initiatives and programme designed to enrich the lives of our community's young musicians and includes our Charging and Remissions Policy and Commissioning Policy.

How does the LPME practically work?

  • The NPME sets out key areas for delivery and the LPME use these as areas to benchmark (take stock).
  • These areas of delivery (listed in the document index) are linked directly a Specific, Measurable, Achievable, Relevant, and Time-Bound (SMART) activity plan
  • The activity plan uses an Arts Council England (ACE) Performance Framework assessment tool that sets out the expected standards for Hubs – how they should be working and what they should be delivering based on:
    1. Programme of Activity
    2. Quality
    3. Partnerships
    4. Schools
    5. Progression and Musical Development
    6. Inclusion
    7. Sustainability

 

These SMART targets achieved are given a performance rating across:

  • Developing and Emerging
  • Engaging
  • Stretching

 

This matrix of assessment and evaluation, along with careful data tracking along with our approach to Needs Analysis, will allow ASONE Hub to provide progression reporting for the project, schools, deliverers and learners.

Who is tasked with delivering  the LPME?

ASONE Hub is delivered within the strategic management of ASONE Perform CIC that is funded by ACE with additional support from partners including Cornwall Council to deliver the NPME of behalf of the Department for Education (DfE).
